This demonstrates how technology, in this case AI, can be "sold with good intentions", but can be easily abused on a massive scale, with potentially significant adverse impacts to the population. Even without intentional abuse, unforeseen ugly outcomes might arise.

When the potential for danger is so high society, and every individual, must be given the right to vote on the approach, and to personally choose whether to opt in or out.
